PROJECT NO. CIP 99-627 COMMUNITY CENTER IMPROVEMENTS 
COURTYARD IMPROVEMENTS & PAINTING OF BUILDING 
APPROVAL OF CONCEPTUAL SITE PLAN

 

Recommendation:

It is recommended that City Council:

  1. Approve the conceptual site plan for the Project No. CIP 99-627 Community Center Improvement – Courtyard & Painting;
  2. Select the color combination to be used to paint the Community Center building from options presented; and
  3. Authorize the landscape architect, David Evans & Associates, to prepare construction plans, specifications and cost estimates for bid.

 

Background:

On October 24, 2000, City Council approved the Professional Service Agreement with David Evans & Associates (DEA) for landscape architectural services on an as-needed basis. Under the terms of the agreement, the scope and cost of specific assignments would be established by individual project task order issued at the appropriate time against the contract amount. A total of four task orders were assigned to DEA, and the design of the courtyard & painting of the Community Center building is one of those four task orders.

On August 9, 2000, Department of Parks & Recreation, State of California approved the grant in the amount of $246,250 to renovate Community Center. The grant was approved through member’s request from Assembly member George Nakano, and it will be used to cover the cost of the proposed improvements.

The Park & Recreation Commission, as well as the Community Center Foundation Board members reviewed the conceptual site plan, and the Park & Recreation Commission approved the conceptual site plan.

 

Analysis:

The proposed list of improvements is as follows:

  • Construction of handicap access ramp to comply with the Americans with Disabilities Act (ADA)
  • Removal of deteriorated asphaltic-concrete pavement and construction of concrete pavement
  • Construction of planting area as well as the plants
  • Installation of up-lights in plating area for night usage of the courtyard
  • Installation of irrigation lines and electrical conduits
  • Construction of handrails & guardrails
  • Construction of roofing structure (wooden lattice) – Alternate Bid Item
  • Painting of Community Center building

 

For painting the building, Staff requests that the City Council select the color combination from the options listed below:

OPTION 1.  

  • Building: Antique White

  • Window Trim: Traditional Tan

  • Concrete Accents: Traditional Tan

OPTION 1A. 

  • Building: Antique White

  • Window Trim: Blue Door

  • Concrete Accents: Traditional Tan

OPTION 2. 

  • Building: Spring Shower

  • Window Trim: Ocean Green

  • Concrete Accents: Trattoria Teal

OPTION 3.  

  • Building: Stencil Blue

  • Window Trim: Lavender Sachet

  • Concrete Accents: Pier Pointe

With an approved conceptual site plan, DEA will be able to prepare construction documents for this renovation and construction may begin in the Summer of  2001.

 

Fiscal Impact

The engineer’s estimate for this project is $216,657 which includes an alternate bid item, installation of wood lattice, in the amount of $25,375.
