LOCAL GOVERNMENT FINANCE

Purpose:

To provide information and obtain approval to support a broad base of legislative proposals to return funds taken by the state from local government.

Background:

I have attached some information from the League of California Cities concerning a number of legislative proposals to begin the return of local government funds taken during the early 1990's to finance state government. In order for the City to have an effective voice in the debate at the state level, we need to be able to respond on any and all of these bills as they work their way through the committee process. It is proposed that the City Council authorize the Mayor and City Manager to express the City Council support for these bills in concept. This will allow the City to be part of the statewide effort to keep the legislature focused on local government finance.

Recommendation:

That the City Council support the package of local government finance as recommended by the Executive Committee of the League of California Cities and that the Mayor and/or City Manager be authorized to express the City Council support as necessary during the legislative process.
