Resolution Approving an Amendment to the Memorandum of Understanding Between the City and the Hermosa Beach Management Association

 

Recommendation:

It is recommended that the City Council adopt the attached resolution approving an amendment to the Memorandum of Understanding between the City and the Hermosa Beach Management Association.

 

Background:

The City Council approved a memorandum of understanding with the Hermosa Beach Management Association at their meeting of June 27, 2000. The MOU contained a provision that would provide for the 3% @ 50 retirement formula for the Fire Chief. The City’s contract with the Public Employees Retirement System requires that the Fire Chief be provided the same retirement formula as that provided to the other fire safety personnel. At the time the Management MOU was approved the Firefighters’ Association had not completed negotiations. The final result of those negotiations resulted in the implementation of the 3% @ 55 for the sworn fire safety employees instead of the 3% @ 50 formula. The Management Association then requested that their MOU be amended to reflect this change and salary adjustments resulting from the cost difference between the two retirement plans.

The negotiated changes are detailed in the attached proposed amended sections of the MOU.

There is no additional cost for these amendments.

 

 

AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF HERMOSA BEACH AND THE HERMOSA BEACH MANAGEMENT ASSOCIATION

The following amended language shall be added to or replace existing sections of the current memorandum of understanding.

ARTICLE 2 – COMPENSATION

B. Effective July 1, 2000, the base monthly salaries of the management positions shall be as follows:

  • Personnel & Risk Management Dir.-  5801 6092 6397 6717
  • Community Resources Director - 6366 6682 7018 7369
  • Community Development Director - 6774 7113 7468 7842
  • Finance Director - 6774 7113 7468 7842
  • Public Works Director - 7129 7485 7860 8254
  • Fire Chief - 7131 7488 7862 8256
  • Police Chief - 7639 8021 8422 8843

C. Effective July 1, 2001, salaries will be increased 2% for the Police Chief and 4% for all others; and July 1, 2002, base monthly salaries shall be increased 4.6% for all employees covered under this Agreement.

ARTICLE 5 – DEFERRED COMPENSATION

The maximum city contribution is based on and limited to the contribution limit in effect on 7/1/2000 of $8,000.

ARTICLE 15 – RETIREMENT

The City shall pay the employees’ full retirement share of P.E.R.S. Effective January 1, 2001, the City will provide the 3% @ 50 retirement formula for the Police Chief, the 3% @ 55 formula for the Fire Chief, and the 2% @ 55 formula for all other management classifications.

 

 

RESOLUTION NO. 01-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, TO ADOPT AN AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING WITH THE HERMOSA BEACH MANAGEMENT ASSOCIATION BARGAINING UNIT.

 

WHEREAS, employees of the City of Hermosa Beach, California represented by the Hermosa Beach Hermosa Beach Management Association Bargaining Unit, have elected to meet and confer with the City of Hermosa Beach on matters concerning wages, hours, and working conditions; and,

WHEREAS, the above personnel have selected certain individuals to represent them; and

WHEREAS, Employee and Management representatives have jointly negotiated an amendment to the Memorandum of Understanding which has been ratified by a majority vote of the members of the Hermosa Beach Hermosa Beach Management Association Bargaining Unit; and

WHEREAS, the Employee and Management representatives have mutually agreed to recommend that the City Council adopt this amendment.

NOW, THEREFORE, the City Council of the City of Hermosa Beach resolves approve the Amendment to the Memorandum of Understanding and authorizes the City Manager to sign the Amendment on behalf of the City.

BE IT FURTHER RESOLVED, that the City Clerk shall certify to the passage and adoption of this resolution; shall cause the same to be entered among the original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting at which time same is passed and adopted.
