REMOVAL OF NORTH BOUND NO U-TURN RESTRICTION
Recommendation : It is recommended that the City Council adopt the attached
resolution entitled, "A RESOLUTION OF THE COUNCIL OF THE CITY
OF HERMOSA BEACH, CALIFORNIA, REMOVING THE NORTH BOUND NO
U-TURN RESTRICTION AT HERMOSA AVENUE AND 13TH STREET."
Background : Concerns have been expressed regarding safe turning movements on 13th Street at the entrance and exit of the North Pier Parking Structure. Because of the NO U-TURN restriction at the intersection of Hermosa Avenue and 13th Street, when the parking structure is full, drivers make potentially hazardous U-TURNS in front of the parking structure. In order to improve the safe and orderly movement of traffic
at the location, Council has directed staff to remove the north
bound NO U-TURN at the intersection of Hermosa Avenue and 13th
Street. As a result, drivers will be able to make U-TURNS
without having to enter onto 13th Street.
Analysis : A field review revealed that a metered parking zone exists
on the west side of Hermosa Avenue, just south of 13th Street.
In order to provide for a safe northbound U-TURN at the
intersection, the parking zone must be modified by removing at
least two of the parking spaces to eliminate a potentially
hazardous situation. Please refer to Attachment 1.
Alternatives :
Fiscal Impact : Funds for the work are available under the current Operations and Maintenance budget of Street Maintenance.
