Class Specification for Police Service Officer Supervisor

 

Recommendation

Staff recommends that the City Council approve the class specification for Police Service Officer Supervisor as reviewed and approved by the Civil Service Board.

 

Background

Currently one Police Service Officer is assigned the supervisory duties and receives 10% additional compensation for performing these duties. The list of duties and the premium pay are defined in the current memorandum of understanding between the City and the General and Supervisory Employees Association. The Police Department requested that a new and separate classification of Police Service Supervisor be established to better meet the needs of the jail operation and more accurately define the supervisory nature of this position.

 

Analysis

The new specification for Police Service Officer Supervisor was developed using the current Police Service Officer specification, the list of duties outlined in the MOU for the premium pay position of Lead Police Service Officer, and through discussions with the Police Department.

The Police Service Officer Supervisor performs the full range of duties as the Police Service Officer in addition to supervisory duties and coordination of the department’s trusty program. These are the same as currently performed under the Lead PSO premium pay assignment. The amount of time devoted to these supervisory duties has increased and regulations regarding jail supervision have become increasingly more complicated. A separate supervisory classification will allow more scheduling flexibility independent of the rotating shift schedule of the Police Service Officers and clearly designate the immediate supervisor of the Police Service Officers.

The 10% premium pay currently received by the Lead PSO would be rolled into the salary of the supervisor classification and the Lead PSO sections from the MOU would no longer be applicable. There is no additional cost to implement this proposed change.

The General & Supervisory Employees’ Association has reviewed the proposed specification and it was approved by the Civil Service Board at their meeting of March 28, 2001. A promotional examination will then be scheduled and an appointment will be made.

 


Class Specification

POLICE SERVICE OFFICER SUPERVISOR

 

DEFINITION

Under general supervision of the police Watch Commander and the overall direction of the police Administrative Services staff, The Police Service Officer Supervisor performs and is responsible for a wide range of jail custody, police records, and administrative tasks and responsibilities.

 

EXAMPLES OF DUTIES

Performs the full range of duties of a Police Service Officer and is responsible for supervision, training, and scheduling of assigned Police Service Officers; prepares evaluations and recommends training as necessary for assigned personnel; represents the jail division at meetings as required; responsible for recommending policies and procedures for jail operations and ensuring compliance with same when approved; assists in the maintenance of the jail operations manual; responsible for coordination and scheduling of the department’s Trusty Program; monitors use of and orders jail supplies; checks the accuracy and thoroughness of jail paperwork; coordinates cooperative effort between Police Service Officers and the records division; performs related work as required.

 

QUALIFICATIONS GUIDELINES

Knowledge, Skills & Abilities :

Ability to deal tactfully and effectively with law enforcement personnel, the public and prisoners; ability to speak clearly and concisely; ability to assign and supervise the work of others; ability to utilize current CAD/RMS system with independence and efficiency; ability to make responsible and prudent decisions in all assigned areas. Knowledge of pertinent local and state laws; knowledge of police records systems.

Education and Experience : Educational achievement equivalent to an AA/AS degree from an accredited college or university is desirable. Must have been satisfactorily performing all job functions within the classification of Police Service Officer. Shall be Police Service Training Officer certified within twelve (12) months of appointment. Three years experience performing the full range of custody duties of a Police Service Officer. Most successfully complete an eighty (80) hour S.T.C. or P.O.S.T. approved supervisory training course within twelve (12) months of appointment.

Licenses/Certificates : Possession of a valid Class C California Driver’s License with a safe driving record is required and must be maintained as valid during the course of employment.

Special Condition : Work requires odd hours, changing shifts and other adjustments to meet department needs
