RECONSTRUCTION OF THE STRAND BIKEWAY AND PEDESTRIAN WALKWAY BETWEEN 24TH STREET AND 35TH STREET, CONSULTING ENGINEERING AGREEMENT,

PROJECT NO. CIP 99-144


Recommendation:


It is recommended that the City Council:


1. Approve the attached agreement between the City of Hermosa Beach and

AAE, Inc. for a fee of $34,056;


  1. Authorize the City Clerk to attest and the Mayor to execute said agreement, upon approval as to form by the City Attorney; and
  2. Authorize the Director of Public Works/City Engineer to make adjustments to the scope of work as necessary within budget.


Background:


The 1998-1999 Capital Improvement Project Budget has included a project for the design of improvements for reconstruction of the Strand bikeway and pedestrian walkway between 24th Street and 35th Street.


The services of a consultant design engineer is needed to supplement the engineering capacity of the Public Works office. These services will include the preparation of detailed design plans, specifications, cost estimates and other construction documents as required.


Proposals were received from the following firms:


  1. SA Associates Arcadia, CA $25,000
  2. AAE, Inc. Orange, CA $34,056
  3. Dalcin Cumins Torrance, CA $59,842


Analysis:


Each proposal was evaluated on the basis of the scope of services, similar projects, resumes of key personnel, fee schedule and work schedule.

After evaluating the above proposal data, the consulting firm of AAE, Incorporated was selected to provide the required services for a fee of $34,056.


Fiscal Impact:


The current budget for this project is $53,000 for design and engineering only.
