PROJECT NO. CIP 99-529 CLARK FIELD IMPROVEMENTS
Recommendation: It is recommended that the City Council:
Background: On October 10, 2000, Council authorized Staff to advertise for re-bid. The project was advertised in the Easy Reader and Green Sheet (Construction News Reporter). A total of five bid packages were picked up. The City Clerk received four bids by the closing date of November 9, 2000. The bids were publicly opened and read aloud. The bid results are as follows:
The engineer’s estimate is $80,000. The apparent low bidder, Quality Fence Co., is 1% lower than the engineer’s estimate. This project has been deemed a primary project by the City Council in response to request from the Little League. However, on July 11, 2000, the City Council rejected the bid award to Dunn Brothers Fence Co. because the bid price was 19% over the engineer’s estimate and they were the sole bidder. The project was postponed for the next window of construction time, from early January to late February of 2001.
Analysis Staff has reviewed the low bidder’s documents and found them to be in order. The reference check on Quality Fence Co. has been conducted and the firm is found to be satisfactory.
Fiscal Impact: Funds are available for construction in FY 2000-01 in account number 125-8529-4201. The low bid price of $78,962 plus contingency of $8,038 brings the total construction project budget to $87,000.
