PROJECT NO. CIP 99-144 STRAND BIKEWAY AND PEDESTRIAN WALKWAY – 24TH STREET TO 35TH STREET – PROGRESS REPORT

Recommendation:

It is recommended that the City Council receive and file this report.

Summary:

This report covers the progress made on this project to date. The installation of the concrete pavement and wall are almost complete. Minor items such as the concrete stairs at 30th Street, sewer lateral installation, and installation of the new electrical service at 35th Street are also complete. The major task items remaining are the sewer lining, the light fixture and wiring installation, and wall surface treatment.

This project began at 35th Street on January 16, 2001. The original scope called for 60 working days making the completion date April 10, 2001. With additional work adding 25 working days and six (6) rain days, the anticipated completion date is now May 23, 2001.

There were two residents that formally requested that light pole/dual receptacle locations across from their properties be moved. Both locations were shifted to align with the property lines. All other locations in question were shifted to the property line. Staff feels that there should be no future complaints with regard to light/dual receptacle locations.

Work Completed :

All removals of the previously existing Strand pavement and wall are complete. The new electrical service at 35th Street was installed in late January. The new Strand pavement and electrical conduit have been installed from 35th Street south to 91 feet north of 25th Street. The new wall has been installed south to 2666 The Strand (approximately midway between 26th Street and 30th Place). The concrete stairs at 30th Place have been poured. Light poles have been installed down to 30th Place.

New conduits and pull boxes for cable are being installed by Adelphia’s crews and are in no way slowing down the City’s contractor. The number of cable pull boxes on the Strand will be reduced approximately 40 to 50 percent.

To achieve a uniform look on the wall, the surface is being lightly ground and lightly wet-sandblasted. Starting on the north end of the project, the grinding process has progressed to Longfellow Avenue. Sandblasting will begin the week of April 16.

Work in Progress:

Activities in progress are wall installation, wall surface grinding, grading for slab installation, light pole installation, handrail installation at Longfellow Avenue and 30th Place, and reconstruction of a sewer manhole. The installation of the handrails and reconstruction of the manhole will be completed the week of April 23. The entire Strand pavement and wall should be poured by the end of April or first week of May.

Cleaning and painting of the residential walls to pre-construction condition is complete to Longfellow Avenue.

Work Remaining:

The major items of work remaining are the pulling of electrical wire, light fixture installation, sewer lining and wall surface treatment. Minor items remaining are installation of the handrails at 30th Street and Longfellow Avenue, cleanup, punch list items if any, and demobilization.

Conclusions:

The work is proceeding at a rate satisfactory to Staff. The Contractor has not experienced any delays due to Adelphia’s crews or from the procurement of materials. Construction is scheduled to be completed by May 23, 2001. Staff feels confident all work will be completed prior to Memorial Day as long as the weather permits.
