Palm Drive Sewer System Award of Change to an existing Contract
Recommendation:
It is recommended that the City Council:
The recent city-wide video survey of City owned sanitary sewers revealed a poorly designed system at the corner of Pier Avenue and Hermosa Avenue. There presently exists a "rogue" manhole at the corner of Pier and Hermosa which services only three buildings. This manhole is in poor condition and would require replacement soon. One of the laterals which this manhole serves cuts diagonally from a structure located a block away at the corner of Palm Drive and Pier. Portions of this lateral are blocked.
Because the City will soon be removing and replacing much the Hermosa/Pier intersection in conjunction with the Lower Pier Avenue Streetscape Project it presents a good time to redesign the sewer system to remove this old manhole and it's laterals.
Redesign includes the replacement and extension of the Palm Drive sewer(another 75 year old sewer in need of replacement)from Pier Avenue to 14th Street, reconstruction of the manhole at 14th and Palm, removal of the manhole at Pier and Hermosa and reconnection of the laterals to the existing recently installed Hermosa Avenue sewer line.
As this work needs to begin promptly so as not to delay the streetcape project it is suggested that this sewer improvement be added to either of our existing sewer contracts. The City has received bids from the two contractors that currently have contracts with the City. Both bids came in at approximately $55,000. The cost for inspection and contingencies is estimated to bring the cost to $75,000.
Fiscal Impact
It is recommended to appropriate $75,000 from the sewer fund to either the Lower Pier Avenue Streetscape Project (CIP 94-160) or to the Sewer Construction and Street Rehabilitation Project (CIP96-408) to construct the Palm Drive Sewer.
