BEVERAGE CONTAINER RECYCLING GRANT SOLICITATION

 

Recommendation :

It is recommended that the City Council adopt the attached Resolution entitled "A RESOLUTION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR A BEVERAGE CONTAINER RECYCLING GRANT."

 

Background :

The Department of Conservation is offering grant funds to promote increased recycling of beverage containers throughout California. The recycling program goal is to reach and maintain an 80 percent recycling rate for all California Refund Value (CRV) beverage containers. To help reach this goal, the Department has $500,000 available annually in grant funds pursuant to Section 14581 of the California Beverage Container Recycling and Litter Reduction Act.

 

Analysis:

The funds obtained from the Grant Program will be used for the purchase and placement of collection bins and for publicity and education of residents to promote awareness and encourage use, including the development, printing and distribution of publicity and educational materials related to beverage container recycling and the promotion of nearby disposal facilities.

 

Fiscal Impact:

There is expected to be negligible fiscal impact for the City. The amount of funds available to the City through this grant is a maximum of $5,646.00 (based on City population).

 

RESOLUTION NO. 01-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR A BEVERAGE CONTAINER RECYCLING GRANT.

WHEREAS, the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities, and

WHEREAS, the California Department of Conservation’s Division of Recycling has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program, and

WHEREAS, per Section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, eligible participants must submit the Funding Request From by the due date and time in order to request funds from the Department of Conservation’s Division of Recycling.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. That the Hermosa Beach City Council authorizes the submittal of the Funding Request Form to the Department of Conservation’s Division of Recycling.

SECTION 2. That the Director of Public Works, or his designee, is authorized to execute all necessary forms hereto for the purpose of securing grant funds, implementing and carrying out the purposes specified in Section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act and provide information regarding this program to the Department of Conservation’s Division of Recycling upon request.
