APPROVAL OF REQUEST FOR PROPOSALS FOR
GENERAL CIVIL ENGINEERING SERVICES
Recommendation
:
It is recommended that the City Council approve the attached
Request for Proposals and authorize staff to solicit proposals.
Background
:
Due to unanticipated changes in staffing, the services of a
Consultant Engineer are needed to augment the general
engineering capacity of the Public Works Department. As Council
may know, the Assistant Engineer has resigned to take a similar
position with the City of West Hollywood. In addition, staff
was unable to come to terms with the candidates from the
current Public Works Inspector list. Consequently, it will be
necessary for staff to re-advertise for these positions and
conduct placement interviews. This process will take
approximately ninety to one hundred twenty days.
Analysis
:
Staff has reviewed the level of general engineering services
required for the City and has evaluated the current staffing
level of the department. As a result, staff has determined that
in order to meet the required level of general engineering
services for the City, the services of an Engineering
Consultant are needed. The consultant services will be needed
until such time as the vacant positions are filled.
The service will include but not be limited to the
following:
- PROVIDE ASSISTANCE IN ENGINEERING SERVICES FOR MANAGEMENT
OF CAPITAL IMPROVEMENT PROGRAMS:

- Provide technical support for City Council, City
staff and Commissions at the request of the Public Works
Director.
- Prepare request for proposals (RFP) to retain
services of design consultants to prepare construction
documents for the projects when needed.
- Respond to consultants’ questions,
recommendations and maintain communications throughout
implementation of the projects.
- Prepare staff reports requesting authorization for
various design and construction contracts.
- Attend meetings of the City Council, Commission and
staff at the request of the Public Works Director.
- Prepare budget and schedule for projects. Provide
weekly status report to the Public Works Director
entailing the progress of projects.
- Identify and develop recommendations for optimum
implementation of projects.
- Provide technical plan check of the improvement
plans. Provide bidability/constructibility reviews of the
construction documents.
- Assist in the advertising/bidding process for the
project and provide contract and grant
administration.
- Prepare staff report for substantial completion and
release of retention.
- Prepare and file final notice of completion with the
City Clerk.
- PROVIDE PERMIT PROCESSING AND INSPECTION SERVICES:

- Provide services to process construction and
encroachment permits for work proposed within the public
right of way.
- Provide field inspection for the permitted work and
other city construction projects.
- Prepare daily log of activities for the construction
work.
- Prepare correspondence for the Public Works
Director’s signature regarding notification of any
correction or violation.
- Respond to public or staff inquiry regarding
projects.
- Review and approve change order requests and progress
payments.
- Prepare punch list items for final project
completion.
