ACTION: APPROVED (4-0).


4. Resolution(s) for adoption

a) Resolution P.C. 97-14 approving a Conditional Use Permit, Precise Development Plan, and Vesting Tentative Parcel Map #24681 for a 2-unit condominium project, at 646 1st Street. (continued from March 4, 1997 meeting)

b) Resolution P.C. 97-16 to recommend amending the R-1 development standards, Section 17.08.030(L) to modify the exception for small lots.

c) Resolution P.C. 97-17 approving a Conditional Use Permit to allow a mini-mart with off-sale beer and wine past 11:00 p.m., and a car wash in conjunction with gasoline sales; a parking plan to allow fuel dispensing areas and the car wash stacking lane to count towards required parking; and a sign variance to allow two pole signs and to exceed sign area requirement, and adoption of an Environmental Negative Declaration at 755 Pier Avenue and 1439 Pacific Coast Highway.

g) Resolution P.C. 97-21 approving a greater than 50% expansion and remodel to an existing single family dwelling while maintaining nonconforming sideyard setbacks at 1105 First Street.

Staff Recommended Action: To approve said request and adopt the Environmental Negative Declaration.

9. CON 97-5 / PDP 97-4 -- Conditional Use Permit, Precise Development Plan and Vesting Tentative Parcel Map #24696 for a three-unit condominium at 1550 Monterey Boulevard.

Staff Recommended Action: To approve said request.

ACTION: APPROVED WITH MODIFICATION TO ARCHITECTURE (4-0).


10. CUP 97-1 / PARK 97-1 -- Conditional Use Permit for on-sale beer and wine, and Parking Plan for expansion of an existing restaurant with less than required parking at 1132 Hermosa Avenue, Paisano's Pizza.

Staff Recommended Action: To approve said request.

ACTION: APPROVED WITH MODIFICATION TO REMOVE CHAIN-LINK FENCE AND PROVIDE TRASH ENCLOSURE (4-0).


11. CUP 97-3 -- Conditional Use Permit amendment to modify an existing restaurant with on-sale alcohol and entertainment to add a bar area and live music stage at 705 Pier Avenue.

Staff Recommended Action: To approve said request.

12. PARK 97-2 -- Parking Plan to pay an in-lieu fee instead of providing required parking for a proposed restaurant at 117 Pier Avenue, The Mix.

14. NR 97-3 -- Nonconforming Remodel to allow a remodel and expansion to an existing nonconforming structure to convert from 3 units to 2 units and to add a 60 square foot enclosed stairway at 2648 The Strand.
