AWARD PROFESSIONAL SERVICES AGREEMENT FOR DESIGN AND ENGINEERING FOR PROJECT NOS. CIP 00-411, 00-412, 00-413, 00-414 SANITARY SEWER REHABILITATION/RECONSTRUCTION

 

Recommendation:

It is recommended that the City Council:

  1. Award Professional Services Agreement to Berryman & Henigar to provide design and engineering services for Project Nos. CIP 00-411, 00-412, 00-413, 00-414 Sanitary Sewer Rehabilitation/Reconstruction, for $55,203.94;
  2. Authorize the Mayor to execute and the City Clerk to attest the attached Professional Services Agreement subject to approval by the City Attorney; and
  3. Authorize the Director of Public Works to make changes to the agreement up to $17,020.00.

 

Background:

The subject projects are similar sewer improvement projects and were combined in the Request for Proposals to take advantage of the economy of scale. Four proposals were received on April 16, 2001. Proposals were received from the following firms:

Analysis:

Berryman & Henigar showed strength in all categories in their proposal and presentation. Staff recommends Berryman & Henigar, as they are the most qualified and cost-effective choice for design and engineering services. Equally important, the Berryman & Henigar team has specialized expertise with trenchless technologies. This method of repair, as compared with sewer reconstruction, is less disruptive to traffic and residents and more economical to do.

This is a two-phased project. Phase I will be a review of the inspection data (video tapes and log reports) in order to prepare a conceptual report recommending methods and materials for repair and rehabilitation of deficiencies of the inspected sewer lines and manholes. Upon Staff’s review of the conceptual report, the design team will be given direction to proceed with Phase II, preparation of final design plans and specifications for the repair and rehabilitation construction activities. The scope and fee for Phase II will be negotiated and presented to Council upon completion and acceptance of Phase I.

The Scope of Service will consist of the following:

Phase I – Conceptual Design

Task 1.0 Meeting

Task 2.0 Review City Records

  • Subtask 2.1 Review As-Built Construction Drawings
  • Subtask 2.2 Review Video Tapes and Log Reports
  • Subtask 2.3 Field Inspection
  • Subtask 2.4 Review Infrastructure Management Project Report and Sewer
  • Study Reports
  • Subtask 2.5 Flow Monitoring and Infiltration/Inflow Study (optional)

Over capacity in certain pipe segments can be partially caused by infiltration/inflow (I/I). The accurate identification of the I/I source and the proper use of mitigation techniques are an economical way to regain capacity.

Fiscal Impact:

Cost of design will be charged as follows:

  • Project No. Cip 00-411 Sanitary Sewer Rehabilitation/Reconstruction-Target Area 1 - $19,500
  • Project No. Cip 00-412 Sanitary Sewer Rehabilitation/Reconstruction-Target Area 2 - $17,334
  • Project No. Cip 00-413 Sanitary Sewer Rehabilitation/Reconstruction-Target Area 3 - $22,390
  • Project No. Cip 00-414 Sanitary Sewer Rehabilitation/Reconstruction-Target Area 4 - $13,000

TOTAL $72,224

Staff is recommending that the Director of Public Works be authorized to make changes to the Professional Services Agreement up to $17,020. This would cover the cost of contingencies in the amount of $5,520 and $11,500 for the infiltration/inflow study option, if required.

Funding is available for all four projects; therefore, there is no fiscal impact at this time.
