PROJECT NO. CIP 00-139 HERMOSA AVENUE STREET IMPROVEMENTS, HERMOSA AVENUE FROM 16TH STREET TO 26TH STREET, MANHATTAN AVENUE FROM 27TH STREET TO THE NORTH CITY LIMITS AND GREENWICH FROM HERMOSA AVENUE TO MANHATTAN AVENUE - APPROVE AND ADOPT AGREEMENT FOR RECEIVING STP-L FUNDS FOR PAVEMENT REHABILITATION AND AWARD CONSTRUCTION CONTRACT

 

Recommendation:

It is recommended that the City Council:

  1. Adopt the attached resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING AND ADOPTING THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5155(004) PAVEMENT REHABILITATION OF HERMOSA AVENUE: 16TH STREET TO 26TH STREET, MANHATTAN AVENUE: 27TH STREET TO THE NORTH CITY LIMITS AND GREENWICH: HERMOSA AVENUE TO MANHATTAN AVENUE;
  2. Award the construction contract to Sully-Miller Contractors of Anaheim, California, in the amount of $378,883.60; and
  3. Authorize the transfer of $78,000 of the remaining Prop C balance from Project No. CIP 95-150 to this project;
  4. Authorize the Mayor to execute and the City Clerk to attest the construction contract subject to approval by the City Attorney; and
  5. Authorize the Director of Public Works to make minor changes as necessary within the contingency of $38,000.00.

 

SUMMARY:

On March 27, 2001, City Council authorized advertising for bids. The project was advertised in the Easy Reader, Green Sheet (Construction News Reporter), and Bid America. A total of 12 bid packages were picked up by the contractors. The City Clerk received 4 bids by the closing date of April 30, 2001. The bids were publicly opened and read aloud. The bid results are as follows:

All bids were responsive. The price of the apparent low bidder, Sully-Miller Contractors, is $95,116.40 (approximately 20%) below the engineer’s estimate of $474,000.

 

Background:

In August of 2000, Staff requested that Caltrans allocate $389,314 of Regional Improvement Program funding for Pavement Rehabilitation of Hermosa Avenue: 16 th Street to 26 th Street; Manhattan Avenue: 27 th Street to the north City limits; Greenwich: Hermosa Avenue to Manhattan Avenue. In September of 2000, Staff received an official notification from Caltrans that the request has been approved and that this project is programmed under the 2000 Surface Transportation Program-Local (STP-L).

Under the terms for receiving the grant, City Council must approve, by Resolution, the Administering Agency-State Master Agreement No. 07-5155 and Program Supplement Agreement No. 001-M. Furthermore, alterations should not be made to the agreement language or funding. These documents are available for review in the office of the Director of Public Works.

This project is a continuation of improvements to Project No. CIP 95-150 Hermosa Avenue Street Improvements from Pier Avenue to 16 th Street. On March 27, 2001, Staff received an approval from City Council to construct the project in two phases due to availability of the construction budget. The first phase of construction is for Hermosa Avenue from 16 th Street to 26 th Street and 19 th Street from Hermosa Avenue to Monterey Boulevard. The second phase of construction, which is programmed to begin in the Fall of 2001, is for Manhattan Avenue from 27 th Street to the north City limit and Greenwich from Hermosa Avenue to Manhattan Avenue.

 

Analysis:

Staff has reviewed the low bidder, Sully-Miller, documents and has found them to be in order. Sully-Miller has completed several projects for the City, and they were finished in satisfactory manner.

The apparent low bid price of $378,883.60 plus contingency of $38,000.00 brings the construction project budget to $416,883.60.
