CITY HALL RENOVATIONS

Recommendation:


It is recommended that the City Council:


1. Instruct the City Clerk to post a Notice Inviting Sealed Bids for the project.

(Plans are available for review in the Fire Chief's Office)


Background:


On March 12, 1996, Council entered into an agreement with Gillis & Associates Architects of Irvine, for the preparation of final contract documents, specifications, and estimates for the renovation of City Hall.


Analysis:


Two years after entering into the agreement with Gillis & Associates, and numerous plan check corrections, Staff feels that the plans are sufficient to go to bid for the project. Staff anticipates, pending Council approval, advertising the project for a period of three (3) weeks, beginning in August, 1998. The construction documents are on file in the offices of the Fire Chief.


The scope of the project includes new construction at City Hall to comply with ADA requirements which includes a new elevator and new bathrooms on the second floor; a complete redesign of the front entry to City Hall; Council Chambers renovations, including a new audio visual system; renovation of the Public Works Department; two new offices at the Fire Department and relocating the front entry; and interior upgrading of the Administration and Finance offices (second floor).


Staff has obtained the services of an Electrical Engineer, Mullen & Associates Incorporated, for the purpose of upgrading the electrical service into City Hall. Staff will also prepare an alternate bid which will consider a more formal ceiling and new dais within the Council Chambers.


In addition to the above items the Council Chambers will be outfitted with a new TV broadcast system. This system is not part of the Gillis & Associates scope of work and will be designed under a separate contract.


Fiscal Impact:


The architect's estimate for the construction is $574,031. This estimate is based on the existing electrical service remaining and a less formal Council Chambers. Actual construction costs will not be known until the opening of the bids. Furnishings are estimated at $192,590.
