City of Hermosa Beach --- 02-08-00CIP PROJECT 00-630 PHASE III MUNICIPAL PIER ARCHITECTURAL UPGRADES – AWARD OF PROFESSIONAL SERVICES AGREEMENT FOR DESIGN
Recommendation : It is recommended that the City Council:
Background : On October 26, 1999, Staff recommended that Council award a design contract for CIP 00-630 Phase III to purkiss rose – rsi of Fullerton, California for a fee of $174,500. Since only two firms out of the 50 who had received a request for proposals (RFP) responded, Council directed Staff to develop a revised RFP and submit it to Council for approval before again soliciting proposals. At its November 11, 1999 meeting, Council approved the revised RFP and authorized Staff to solicit proposals.
Analysis: Staff sent out more than 50 RFP’s to firms Staff felt were qualified and would be interested in the project. Two firms attended a non-mandatory pre-proposal briefing on November 24, 1999. Proposals were received from the following firms:
A rating system consisting of 6 categories (experience and performance; project familiarity; companies with similar project experience; staff size and capabilities; staff similar project experience; overall qualifications), with a maximum of 10 points available in each, was used in determining which of the firms had the best overall rating.
The consulting firm of purkiss-rose - rsi was chosen by the selection committee as the firm best able to provide the required services.
Fiscal Impact : With a design fee of $174,500 and a contingency for $17,450, the proposed design budget is $191,950 The total FY 99-00 budget for this project is $228,684 at this time with a pending mid-year appropriation of $1,000,000 - funds donated for the pier renovation.
