PROJECT NO. CIP 00-139 HERMOSA AVENUE STREET IMPROVEMENTS FROM
16TH STREET TO 26TH STREET – APPROVING AND ADOPTING AGREEMENT
FOR RECEIVING AID TO CITIES FUNDS FOR PAVEMENT REHABILITATION

 

Recommendation:

It is recommended that the City Council adopt the attached resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING AND ADOPTING AN ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUND FOR PAVEMENT REHABILITATION OF HERMOSA AVENUE BETWEEN 16TH STREET AND 26TH STREET."

 

Background:

On December 21, 2000, Staff requested that the County of Los Angeles Board of Supervisors approve the use of Aid-to-Cities Funds in the amount of $28,720 for pavement rehabilitation of Hermosa Avenue between 16th Street and 26th Street. On February 13, 2001, Staff received official notification from the County of Los Angeles Board of Supervisors that the request has been approved.

Under the terms for receiving the grant, City Council must approve the Resolution to receive the Aid-to-Cities funds. In addition, alterations should not be made to agreement language or funding. These documents are available for review in the office of the Director of Public Works.

The proposed work has been identified as Project No. CIP 00-139 Hermosa/Manhattan Avenue Improvement – Hermosa Avenue Between 16th Street and 26th Street, and on March 27, 2001, City Council has approved the plans, specifications, and estimates to be advertised.

 

Fiscal Impact:

After Resolution has been approved and adopted by City Council, $28,720 will be added to the City’s revenues for this project.

 

 

RESOLUTION NO. 01-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING AND ADOPTING AN ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUND FOR PAVEMENT REHABILITATION OF HERMOSA AVENUE BETWEEN 16TH STREET AND 26TH STREET.

WHEREAS, the County of Los Angeles has appropriated certain monies to the City of Hermosa Beach as County Aid to Cities; and

WHEREAS, the Los Angeles County Board of Supervisors has adopted policies limiting the use of said monies to regional traffic signal synchronization projects, Transportation System Management (TSM), and Congestion Management (CM) projects that improve regional traffic mobility; or the design, acquisition of right of way, and construction of city streets on the County’s highway plan which are of general County interest and regional significance; and

WHEREAS, the Council desires to expend the amount of $28,720 of said funds accrued to the City for projects in accordance with said policies; and

NOW, THEREFORE, the City Council of the City of Hermosa Beach resolves that:

Section 1. The County of Los Angeles is hereby requested to allocate $28,720 of the Aid to Cities Funds apportioned to the City for the projects listed on Attachment 1 which will improve regional traffic mobility in accordance with the Los Angeles County Board of Supervisors policy regarding the use of said Aid to Cities Funds.

Section 2. After the allocation is approved by the Board of Supervisors and funds are available, the County is requested to send such allocated amount to the City when claimed. The City will begin using the funds for said projects listed on Attachment 1 according to the terms of the allocation.

Section 3. The City Clerk is directed to forward a certified copy of this resolution to the Los Angeles County Director of Public Works for processing.

Section 4. The Mayor shall sign this resolution and the City shall attest and certify to the passage and adoption thereof.

ATTACHMENT 1
DESCRIPTION OF PROJECT

 

The project consists of complete street resurfacing with minor drainage improvements along Hermosa Avenue between 16th Street and 26th Street.

The work included are removal of deteriorated pavement, sidewalk, curb, gutter, Portland Cement Concrete (P.C.C.) driveway approaches, cross-gutter and construction of rubberized asphaltic-concrete pavement, P.C.C. driveway approaches, curb, gutter, cross-gutter, wheel chair ramps and traffic striping with raised markers.
