REQUEST FOR TIME LIMIT ZONES ON ARTESIA BOULEVARD BETWEEN
270 FEET EAST OF PACIFIC COAST HIGHWAY and HARPER AVENUE

 

Recommendation:

It is recommended that the City Council adopt the attached resolution entitled, " a resolution of the city council of the city of hermosa beach, california, designating artesia boulevard between 270 ft. east of pacific coast highway and 1,060 ft. east of pacific coast highway as a 3-hour time limit zone, from 9:00 a.m. to 5:00 p.m., and designating artesia boulevard between harper avenue and 40 ft. west of harper avenue as a 15-minute green time limit zone".

 

Background:

There are currently no parking restrictions on the Hermosa Beach portion of Artesia Boulevard with the exception of the street sweeping restriction on Mondays between 10:00 a.m. and 2:00 p.m. During the past several months there has been a proliferation of vehicles with "For Sale" signs in this area. The vehicles have been left in this area for extended periods of time.

Staff has received several letters and telephone calls from local businesses and the Chamber of Commerce requesting a parking restriction of some kind to assist in mitigating this situation. Please note that the same problem occurred in the Redondo Beach section of Artesia and the situation was resolved by posting a two-hour limit. The "problem" then moved to Hermosa Beach.

It is Staff’s recommendation that Council approve the adoption of time limit zones for Artesia Boulevard as the method of mitigating the current parking problems.

 

Analysis:

The Police Department has indicated that City Ordinance 10.32.130 which prohibits cars from posting For Sale signs on City property is unenforceable based on recent court rulings and actions taken by other cities. Enforcement of the 72-hour parking limitation has been enforced sporadically in this area. Observations made during a single week (see attached photos) indicate that fourteen of the available seventeen parking spaces taken up by these vehicles. In addition, some of the vehicles were not moved during the entire 7-day observation period. The same contact number was listed for several vehicles suggesting a dealer’s operation.

 

Fiscal Impact:

No fiscal impact other than for the regulatory signage.

 

Alternatives:

  1. Authorize a 3-hour parking restriction, 9:00 a.m. – 5:00 p.m., with 2-15 minute green zones.
  2. Authorize a 2-hour parking restriction, 9:00 a.m. – 5:00 p.m., with 2-15 minute green zones.
  3. Authorize 3-hour parking meters with 2-15 minute green zones.
  4. Resolution is not adopted; time limit zones are not initiated.
