C lass Specifications for Police Sergeant, Assistant Fire Chief and Administrative Review Investigator

 

Recommendation

Staff recommends approval of the class specification for Police Sergeant, Assistant Fire Chief, and Administrative Review Investigator.

 

Background

The Police Department has requested that the class specification for Police Sergeant be updated. The Proposed changes are detailed below. The two specifications for Assistant Fire Chief and Administrative Review Investigator are new classifications. The Assistant Fire Chief is a new classification that was added to the 2000-2001 budget. The Administrative Review Investigator classification has previously been a contract position. This position was changed in the 2000-2001 budget to a regular full-time civil service position and, as such, it is necessary to develop an appropriate class specification.

 

Analysis

The changes to the Police Sergeant classification are minor in nature. Language was added to clarify that the educational requirement must be met at the time of appointment and to conform with similar language throughout the City’s classifications. The number of years of service with the Hermosa Beach Police Department was changed from three to one to allow the potential for a police officer who was hired by the City of Hermosa Beach as a lateral entry officer with the appropriate experience to apply. The Department has recently hired a number of lateral police officers.

The Assistant Fire Chief specification is a new classification approved in the budget. This class as described will generally be assisting the Fire Chief in administering the variety of safety and regulatory programs required of the department. In addition, this classification’s other primary responsibility will be to respond to and manage emergency incidents and act in the absence of the Fire Chief.

As stated above, the Administrative Review Investigator has been filled by a contract employee. This position was budgeted as a regular full-time civil service position in the current budget. As such, a class specification has been developed describing the duties, responsibilities and requirements of the position.

Following approval of these specifications the City will then conduct an examinations for each classification.

These specifications have been reviewed and approved by the City’s Civil Service Board at their meeting of January 17, 2001.
