REQUEST FOR GREEN CURB 30-MINUTE PARKING ZONE TO REPLACE
3-HOUR METERED SPACES AT 1001-1007 HERMOSA AVENUE

Recommendation:

It is recommended that the City Council consider the Public Works Commission’s recommendation to convert one 3-hour metered parking space to an unmetered green curb 30-minute parking space at 1007 Hermosa Avenue i.e., the northernmost space on this block.

Background:

The Hermosa Beach Chamber of Commerce requested that the City convert the parking spaces at 1001-1007 Hermosa Avenue to green curb 30-minute spaces. There are currently three metered parking spaces on this block with a 3-hour time limit. The two story office building at this location contains various types of businesses and offices, all of which were invited to comment on the request (see attached notification list).

The Public Works Commission considered the request and reviewed input from several of the building’s tenants (see attached letters). As there were various ideas expressed by the tenants as to the preferred time restrictions, the Commission recommends that two of the spaces remain unchanged and that the northernmost space (which is in front of the Chamber’s office) be converted to an unmetered 30-minute parking space with green curb.

Analysis:

The attached staff report for the December 13, 2000 Public Works Commission meeting presents the analysis of this request and outlines the advantages and disadvantages associated with the various options.

Alternatives:

  1. Approve the Public Works Commission’s recommendation and convert one space to an unmetered 30-minute parking space with green curb.
  2. Approve the request by the Hermosa Beach Chamber of Commerce.
  3. Convert one space to a 30-minute space and install a 30-minute meter.
  4. Maintain status quo for all three metered 3-hour parking spaces.

Fiscal Impact:

If the parking meter was to be removed and the space converted to an unmetered 30-minute parking space, an estimated $5,000 to $6,000 of meter-generated revenue would be lost annually.
