PROJECT NO. CIP 99-144 STRAND BIKEWAY AND PEDESTRIAN
WALKWAY, 24TH STREET TO 35TH STREET – APPROVE
SUPPLEMENTAL AGREEMENT FOR SEWER WORK

 

Recommendation:

It is recommended that the City Council:

  1. Approve the attached Supplemental Agreement No. 1 for Project No. CIP 99-144 for $97,942.89;
  2. Authorize the City Manager and the Director of Public Works/City Engineer to execute the Supplemental Agreement;
  3. Authorize the Director of Public Works to make minor changes as necessary within the contingency of $9,794; and
  4. Appropriation of $107,736.89 to CIP 99-144 from the 160 Sewer Fund.

 

Background:

On November 14, 2000, City Council awarded the contract for Project No. CIP 99-144 to Los Angeles Engineering based on their bid amount of $500,001.90. The approved construction budget is $550,001.90 including contingency. The original scope of work did not include any sewer work.

During the slab removals, it was discovered that the lateral for 2702 The Strand runs through the neighbor’s yard into the sewer clean-out, designated manhole (MH) 1087. There also seems to be an additional lateral covered with concrete on the existing Strand pavement. This lateral correction work was done on a time and materials basis and amounts to $893.33. It cannot be determined at this time if additional sewer lateral corrections will be necessary in the future.

The sewer clean out, MH 1087, is located on the east side of the property wall of 2666 The Strand. It is very small and deteriorated and should be removed and replaced with a new manhole. The new manhole will provide more space for video monitoring equipment and maintenance. The price quoted for this work is $3,632.24.

After reviewing the latest video of the two 8-inch sewer lines that service the portion of the Strand between 24th Street and 35th Street, it has been determined that both lines need to be lined. Several cracks on both lines have been recorded and sand seems to be seeping in at the joints. The portion of the south line being considered for lining, measuring about 900 LF, runs from MH 1087 (2666 The Strand) south to MH 1085 at 24th Street. This south line, though in the City right-of-way, is east of the residential walls beneath gardens or patio areas. The north line, measuring about 1648 LF, runs from MH 17 north to the pump station at 35th Street and has already been paved over.

Staff has reviewed two methods of lining, the cure in place pipe (CIPP) method and the fold and form method. Neither method provides a superior product over the other. The fold and form method does have the advantage of being less expensive by $2 per lineal foot (LF). The price for the fold and form lining was quoted at $33/LF plus markup and bond premium. The cost for lining the north and south sewer lines are approximately $60,420.62 and $32,996.70, respectively. The total cost for lining would be approximately $93,417.32.

The total cost associated with the increased scope for sewer work is approximately $97,942.89. Staff feels this is a fair price for the sewer work and recommends approval of Supplemental Agreement No. 1.

 

Analysis:

The structural integrity of the sewer lines is in question. It cannot be determined if there is major seepage out of the sewer lines into the beach.

After reviewing the prices from Project No. CIP 96-408, Staff feels the price of $33/LF plus markup and bond premium ($36.663/LF) for fold and form pipe lining is very reasonable. The bid prices from the previous project in 1997 ranged from $36/LF to $43/LF for 8-inch fold and form pipe lining.

Removal of the clean-out and construction of a new manhole at 2666 The Strand is necessary to accommodate video equipment as well as to allow more space for sewer maintenance work.

The sewer lateral corrections must be completed prior to pouring the new slab. If problem laterals are not corrected at this time, it will be much more costly to remove the new 8-inch thick slab to correct the lateral later.

The advantage to supplementing Los Angeles Engineering Inc.’s contract and scope to include the proposed sewer work will be savings on Staff administration, contractor's traffic control, supervision, and mobilization. The disadvantage would be there would be no official competitive bid process for the sewer work.

The funding sources for this project are 115 TDA Local/Regional, 121 Prop A Open Space, 146 Prop C Local Return, and 150 Rideshare. These funding sources are restricted to the original scope of this project, which did not include any sewer work. Therefore, an appropriation from the 160 Sewer Fund will be required for the increased scope for sewer work.

 

Fiscal Impact:

The fiscal impact will be an appropriation of $107,736.89 from the 160 Sewer Fund.

Alternatives:

  1. Appropriate $7,000 from the 160 Sewer Fund to accommodate all minor sewer issues such as the replacing the clean out with a new manhole at 2666 The Strand and correcting all sewer laterals that may interfere with the Strand paving. Bid the lining as a separate project or combine it with another sewer lining project in the future. The fiscal impact will be drastically reduced and the City will have the benefit of having a competitive bid. The disadvantage is that the future lining may cost more due to Staff administration, supervision, mobilization, and traffic control by another contractor.
  2. Take no action. The benefit would be no fiscal impact. The disadvantage would be that the contractor, Los Angeles Engineering, will make a claim for sewer work already completed in the amount of $893.33.
