PROJECT NO. CIP 99-144 STRAND BIKEWAY AND PEDESTRIAN WALKWAY-
24TH STREET TO 35TH STREET – APPROVE PROFESSIONAL SERVICES AGREEMENT, FIRST AMENDMENT

 

Recommendation:

It is recommended that the City Council:

  1. Approve the First Amendment to the Professional Services Agreement between the City of Hermosa Beach and Berryman & Henigar for construction management and inspection services, for a fee of $17,160; and
  2. Authorize the City Clerk to attest and the Mayor to execute said agreement upon approval as to form by the City Attorney.

 

Background:

An amendment to the Professional Services Agreement (PSA) is necessary to extend Berryman & Henigar’s contract by 33 working days and to increase the scope of work to include sewer work inspection. Additional work for a new upgraded electrical system, extra concrete work and new handrails at the Longfellow Avenue access, new sewer lining and minor sewer work, and reconstruction of portions of the existing damaged seawall have increased the construction duration for Project No. CIP 99-144, Strand Bikeway and Pedestrian Walkway – 24th Street to 35th Street, by approximately 25 working days. Prior to construction, Berryman & Henigar expended 24 hours (equivalent to 3 working days) on project site inspection and video, plan and specifications review, submittal review, attendance at the preconstruction meeting, and utility agency coordination. During the construction period, approximately 40 additional hours (equivalent to 5 working days) were expended on site inspection during rain days and weekends, and on concrete pour inspection during workdays exceeding the typical 8-hour workday. With the extension of the construction contract by 25 working days and the overage of 64 hours (equivalent to 8 working days), the contract for construction management and inspection services will be exceeded by approximately $17,160.

On November 14, 2000 City Council awarded the contract for Project No. CIP 99-144 Strand Bikeway and Pedestrian Walkway – 24th Street to 35th Street to Los Angeles Engineering. The contract allotted 60 working days for the completion of all work.

To supplement Staff’s construction management and inspection capacity, City Council approved a PSA with Berryman & Henigar at the December 12, 2000 meeting. The contract price was $31,200 based on 60 working days, 8 hours/day, and at $65 an hour.

 

Fiscal Impact:

Sufficient funds are available in the project budget; therefore, no additional appropriation is required.
