AMENDMENT TO THE AGREEMENT WITH KERRY CONSULTANT TO ADD
 SERVICES TO DRAFT AN RFP FOR TECHNOLOGY HARDWARE FOR
CITY HALL INFRASTRUCTURE AT A COST OF $8,000

 

Recommendation

Staff recommends that Council:

  1. Authorize staff to amend the agreement with Kerry Consulting Group to provide the City with an RFP for the technology infrastructure at City Hall; and
  2. Appropriate $8,000 from Prospective Expenditures to pay for the additional services.

 

Background

On May 8, 2001, this item was carried forward to the May 22, 2001, meeting so that Mr. Dennis Vlasich, who is preparing the Technology Plan, could present the preliminary needs assessment and answer questions. The original agreement to provide the City with a Strategic Technology Plan was approved on March 20, 2001 in the amount $14,463.

Analysis

Mr. Vlasich will present the preliminary results of his needs assessment, discuss recommendations and answer questions. (His presentation is attached for your review).

The technology plan was originally scheduled for completion in June 2001, however, due to budget considerations, the pending remodel of City Hall and the need for hardware upgrades to support planned software upgrades in various departments, a progress report was presented to the City Manager.

Mr. Vlasich outlined the hardware upgrades necessary to support scheduled software upgrades in various departments and to create the backbone for our future technology needs. Specifically, the cable plant should be upgraded from copper coaxial cable to a fiber backbone and the servers should be switched from Novell to Microsoft Windows 2000 and MS SQL Server servers. The cabling upgrade can easily be handled under the renovation project with relatively minor cost implications. The upgrade of the network will require some new network hardware and additional servers. (some of which are already included in budgets for system upgrades previously approved)

To that end, the City will be need to draft an RFP to design and configure the new network to support all of the upgraded applications and provide on-going occasional support as needed. Most of the equipment and network software can be purchased directly by the City at better discounts than most network consulting companies can provide, but the City will need the design engineering specifications from networking experts. Since we do not have the expertise in-house to properly develop the requirements for a network-engineering project, we are requesting that the consultant prepare the bid documents for us. In addition, we are asking that the consultant prepare the specifications for Adelphia to provide fiber cabling between our facilities as part of their franchise agreement with the City.

To perform those services, Kerry Consulting projects 66 hours of work @ $125 per hour for consulting and $20 per hour for clerical to complete the task.

As such, staff recommends the following amendment to our consultant agreement:

The CITY agrees to pay the CONSULTANT an additional $8,000 for the completion of a comprehensive Request for Proposal (RFP) for the hardware items necessary to upgrade the technology infrastructure for City Hall. The individual items to be included in the RFP shall be determined by the CITY.

 

FISCAL IMPACT: $8,000.00 Expenditure from the General Fund.
