Request for 3-way stop control at Manhattan and 1st Street
Request for 4-way stop control at Manhattan and 2nd Street

Recommendation:

It is recommended that the City Council:

  1. Deny the request for 3-way Stop control at Manhattan Avenue and 1st Street; and,
  2. Deny the request for 4-way Stop control at Manhattan Avenue and 2nd Street.

Background:

Residents in the vicinity of the intersections of Manhattan Avenue and 1st Street and Manhattan Avenue and 2nd Street have expressed concern for traffic safety at these intersections. They have requested that the City install all-way Stop control at these intersections.

The City Traffic Engineer has completed a traffic study of these intersections. This study included a review of traffic, the physical conditions and existing traffic controls; an analysis of the Police Department records of reported accidents and observation speeds and traffic movement through the intersections.

The study of many factors affecting traffic behavior at these intersections indicates that the installation of all way stop control will not promote the safe and orderly movement of traffic. Therefore, the installations are not justified.
