TYCOM LTD REQUESTING PERMISSION TO INSTALL AN UNDERGROUND CABLE TO HOUSE A TRANS PACIFIC FIBER OPTIC CABLE 
AT TWO SEPARATE LOCATIONS

 

Recommendation:

That the City Council grant permission for Tycom LTD to file an application with the Community Development Department to construct the conduit under the beach at two separate locations, subject to all applicable laws, regulations, etc.

 

Background:

Tycom LTD has submitted a letter requesting the City Council’s approval as the property owner to file an application to construct an undersea fiber optic cable as part of a transpacific fiber optic network that is part of a global system that they are building. The proposal calls for two landings, one would be at the north end of the City near Longfellow and the second would be at 11th Street. The conduit would be buried under the beach and a manhole will be located in adjacent streets that the cable will connect to. The proposal would then involve installing conduit in the streets leading to the South part of the City until it leaves Hermosa Beach.

The permission to file the application is necessary since the property is owned by the City. The work that would eventually be done in the streets is subject to the encroachment permit process as they operate a telephone company. The project review will include a complete CEQA review, coordination with the Coastal Commission, approval of the Planning Commission, and the City Council. The final City Council approval will include a separate lease agreement for the use of the beach property, which will be developed concurrently with the application process that will start with the Planning Commission.
