SUBJECT: GENERAL PLAN AMENDMENT 96-5: Amendment to the Conservation Element


LOCATION: City-Wide


PURPOSE: To amend the Conservation Element of the City's General Plan to include a water conservation section as mandated by the California State Legislature, Senate Bill 901


Recommendation

Adopt the attached resolution amending the General Plan.


Background

On March 4, 1997, the Planning Commission adopted a resolution recommending approval of the subject General Plan Amendment.

State law currently requires that the City's General Plan have a Conservation Element coordinated with local water districts in their conservation efforts. This new legislation, Senate Bill 901, in brief requires that the City include a reference to any urban water management plan submitted to the city by a water agency and thus imposes a state mandated local program. Once components of the plan are implemented by the Water District, the City will receive a Certificate of Water Reliability indicating compliance with State law.


Analysis

The West Basin Municipal Water District has submitted to the City a plan which is titled by the district "Drought Proof 2000 Plan. The goal of the plan is to maximize water savings for municipalities. The three objectives are:

  • Conservation
  • Recycling
  • System Efficiency


To implement these objectives, four programs have been proposed, two of which have already been implemented: 1. Retrofitting residents' toilets 2. Using recycled water 3. Leak detection, and 4. Landscape assistance to Cities. The water district has provided an explanation of the process, a status report on measures already taken to implement the plan and on future efforts to implement the plan (see Exhibit A attached). In brief the process, status and future savings for Hermosa Beach are as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, AMENDING THE GENERAL PLAN CONSERVATION ELEMENT TO INCLUDE THE "DROUGHT - PROOF 2000 WATER CONSERVATION PLAN PREPARED BY WEST BASIN MUNICIPAL WATER DISTRICT.


WHEREAS, the City Council held a public hearing on the proposed amendment on March 25, 1997, and made the following Findings


A. Senate Bill 901 requires inclusion of municipal water districts plans in cities' General Plans.


B. Adding the West Basin Municipal Water District Plan to the City's Conservation Element will be in compliance with the state law.


C This General Plan amendment is Categorically Exempt pursuant to Sections 15307, Actions by Regulatory Agencies for Protection of Natural Resource of the California Environmental Quality Act.


NOW, THEREFORE, the City Council of the City of Hermosa Beach, California, does hereby amend the General Plan, Conservation Element by adding the following subsection:


TITLE: DROUGHT - PROOF 2000 WATER CONSERVATION PLAN


GOAL: To maximize water savings.


OBJECTIVES: 1. To conserve water wherever and whenever possible.

2. To recycle water.

3. To maximize water system efficiency


PROGRAMS: 1. Retrofit City resident's toilets.

2. Use recycled water wherever possible, including parks, schools, and city facilities.

3. Comprehensive leak detection.

4. Landscape Assistance.
