City of Hermosa Beach --- 05-08-01

DEADLINE FOR PLACEMENT OF MEASURES
ON THE NOVEMBER 6, 2001 BALLOT

Recommendation:

It is recommended that the City Council agendize, for consideration and discussion at the meeting of May 22, 2001, any items of interest for possible measures that the Council may wish to place on the ballot for the upcoming General Municipal Election of November 6, 2001.

Background:

The City will be conducting a General Municipal Election on Tuesday, November 6, 2001, for three Council seats. In order to meet noticing requirements for an election involving candidates for office, the resolution calling the election for those seats, along with all other related resolutions, will be presented for Council adoption at its regular meeting of June 26, 2001.

Two measures submitted by petition--one establishing City Council term limits and the other establishing coastal zone regulations--were certified in November 1999 and will be placed on this ballot. An initiative petition for a ballot measure to repeal the City's Utility User Tax (UUT) was filed today in my office and may appear on the November ballot as well if it qualifies with enough valid signatures. The deadline for approving the final documents and adopting all required resolutions to place measures on the November ballot is July 24, 2001.

If the Council has any desire to place one or more Council-initiated measures on the upcoming ballot, consideration should be given to those items prior to the last meeting in June to allow adequate time for staff input, with a decision no later than the meeting of July 13 to allow for preparation of the final ballot wording and all appropriate documents, which must be presented for Council approval no later than July 24--the last regular meeting prior to the deadline for adoption of all resolutions necessary to place measures on the November ballot.

Attached is a preliminary election calendar listing the deadline dates that must be met.
