RECOMMENDATION: 1) APPROVE REQUEST TO HOLD AMATEUR SURFING CONTEST ON THE BEACH SOUTH OF THE HERMOSA BEACH PIER ON SUNDAY, MARCH 1, 1998 FROM 7 AM - 4:30 PM; 2) WAIVE THE PER PARTICIPANT/SPECTATOR FEES; 3) FORWARD THIS ITEM TO THE CITY COUNCIL FOR FINAL REVIEW AND APPROVAL OF EVENT CONTRACT
