THE UPPER PIER AVENUE PROJECT

In early Summer 2007 the Upper Pier Avenue Committee conducted a citywide survey.  The surveying ended in early July, and a slide presentation of the results was made at the August 1 UPAC meeting.  (The slide presentation is a link on that meeting's agenda  - see "Supplemental" item 7(a)).  However, the underlying detailed tabulation was not made available on the Committee's official website, so it is being made available here, in two large pdf's provided to DHLLN by City staff.  DHLLN also requested the raw data, but has not received it.

On January 18, 2006 the Hermosa Beach Public Works Commission voted 4 - 1 (Winnek dissenting) to approve a 6-month test (by painted striping) of reducing the number of traffic lanes on upper Pier.  The staff report for that meeting is available on the City's site.  See additional info and diagrams below.

THE UPPER PIER AVENUE PROJECT

SOURCE OF FUNDING

Per Hermosa Beach Director of Public Works Rick Morgan, the project will be funded by Proposition C, plus, if necessary, money from the City's General Fund.

Prop. C is a countywide 1/2% sales tax, for transportation uses.  The money is administered by the MTA, with 20% returned to local cities on a per capita basis. Hermosa Beach gets $236,000 per year, and has accumulated $1.3 million in a reserve fund.  More info about Prop. C is here:  http://mta.net/projects_programs/local_return.htm

Contact the City.  Call, write or come to a meeting and address the city council, planning commission, and public works commission.  Contact info.

2.  CONTACT THE MTA

County Supervisor Don Knabe is also on the MTA Board.  (310) 322-1222, fax (213) 626-6941 don@lacbos.org.  Address:  500 W. Temple St. # 822, Los Angeles, CA 90012.  You may want to send Supervisor Knabe a copy of your communications to the city council and the ICAOC (below).

3.  CONTACT THE PROP. C OVERSIGHT COMMITTEE

The Independent Citizen's Advisory and Oversight Committee (ICAOC) receives public comments on the annual audit of the spending of Prop. A and C monies.  (213) 922-4600, fax (213) 922-4594, no email address.  Address:  ICAOC, c/o MTA Board Administration, One Gateway Plaza, Mail Stop 99-3-39, Los Angeles, CA 90012.    Former Manhattan Beach Councilmember Russ Lesser is one of the four members of the Committee.  You may want to send the ICAOC a copy of your communications to Supervisor Knabe and the city council. 

The following diagrams were presented at the January 18, 2006 Public Work Commission meeting.  While Option "A" was adopted at that time, the Trial Striping plan subsequently was modified to include a center third lane to be used for left turns.  At the council meeting of February 28, City Manager Steve Burrell said that before the Trial Striping could be done, the project would have to come back to the council for final approval.
