AMENDMENT NO. 3 TO JOINT POWERS AGREEMENT FOR SERVICES UNDER THE JOB TRAINING PARTNERSHIP ACT

 

I have spoken with the Executive Director regarding the process for implementing the amendment to the JPA. This is being brought back at this meeting so that the JPA agreement can be forwarded to the State on June 2, 2000 for review to be effective July 1, 2000.

The appointment process remains the same as it was under the prior agreement as far as the City is concerned, with one exception of the initial appointments which have been made. The two appointments nominated are John Workman and Patty Lail, co-owner of Hermosa General Store.

Section 3 of the JPA amendment provides that the City Council, by majority vote, can remove and replace any of the initial appointments during the persons first term.

 

Recommendation:

Approve amendment number 3 to the joint powers agreement providing employment and training services available to south bay residents under the Job Training Partnership Act (JTPA).

 

Background:

In 1983 the cities in the south bay area formed the South Bay Private industry Council to provide training and employment services under the Job Training Partnership Act. In 1998 Congress passed the Workforce Investment Act to replace the JTPA.

 

Analysis:

Attached is a letter from Jan Vogel, Executive Director of the South Bay Private Industry Council explaining the proposed changes to the joint powers agreement. Essentially, the changes are proposed in order to meet the requirements of the Workforce Investment Act of 1998. Changes are to be in place no later than July 1, 2000 as required by the State as the administrators of the program. The amendment changes the name of the Private Industry Council to the Workforce Investment Board and adds one private sector board member from each participating city. In addition, the lead agency will now be the City of Hawthorne instead of the City of Inglewood. Minor language changes to the agreement are also proposed in order to maintain consistency with the Workforce Investment Act.
