3. AMENDMENT NO. 3 TO JOINT POWERS AGREEMENT FOR SERVICES UNDER THE JOB TRAINING PARTNERSHIP ACT. Memorandum from City Manager Stephen Burrell dated May 25, 2000.

RECOMMENDATION: Approve amendment.
