Matters for Commission Consideration

  1. Hermosa Arts Foundation Digital Projector Proposal

    Rick Koenig approached the Commission to announce that the Hermosa Arts Foundation has purchased a new digital projector and requested it be placed on permanent loan with the Community Resources Department. It will be available for rental by theatre user groups. Rental fee revenue will be allocated to a maintenance account.

    MOTION by Commissioner Hollander to approve the proposal from the Hermosa Arts Foundation (HAF) to provide a digital projector for use by playhouse rental groups and allocate fees collected for its use toward a maintenance account.

    Commissioner Francis seconded the motion.

  2. Hermosa Arts Foundation 2nd Story Theatre Proposal

    Rick Koenig approached the Commission to request that the Hermosa Arts Foundation (HAF) be permitted to fund and implement renovations to the 2nd Story Theatre, (Community Center Room 7).

    MOTION by Commissioner Bell to approve the proposal from the Hermosa Arts Foundation (HAF) to renovate 2nd Story Theatre, Community Center Room 7, in coordination with City Staff.

    Commissioner Hollander seconded the motion.

  3. 2006 Calendar of Events

    Commercial Events

    1. EVP Tour Pro Am Beach Volleyball Tournament – Tournament Director, Ross Balling could not be present at the Commission meeting, but Eric Yoko came before the Commission to request that the tournament be held June 17, 2006. He said that the tournament would remain the same this year and that no changes have been proposed. Commissioner Sigler mentioned that any volleyball courts that are moved, must be put back in their proper location.

      MOTION by Commissioner Hollander to approve the special event request from the EVP Pro Am Tour to host the EVP Pro Am Beach Volleyball Tournament on June 17, 2006, provided that if any existing public volleyball courts are removed, they must work in coordination with the Public Works Department to have them erected in their original, correct location.

      Commissioner Bell seconded the motion.

    2. Hermosa Beach Triathlon (MESP) – Race Coordinator, Matt Peterson came before the Commission to request approval of the Hermosa Beach Triathlon, which is in its 15th year. The triathlon consists of a ¼ mile swim south of the pier, 10-mile bike ride using Valley and Ardmore, and a 3-mile run along The Strand. The requested date is October 15, 2006. All residents will be notified prior to the event via mailed postcards. Bike course has been reconfigured to remain in Hermosa Beach; thereby, opening Herondo to vehicular traffic.

      MOTION by Commissioner Francis to approve the special event request from MESP, Inc. to host the Hermosa Beach Triathlon on October 15, 2006.

      Commissioner Cannella seconded the motion.

    Non Profit Events

    1. Watershed Expo 2006 – Representing the Guacamole Fund, Tom Campbell came before the Commission to request approval of Watershed Expo 2006. The Watershed Expo 2006 is an educational event pertaining to pollution problems on the beaches and in the ocean from upstream watersheds. The requested date is March 25, 2006, and the group is also requesting that the permit fee of $1,440 be waived.

      MOTION by Commissioner Hollander to approve the special event request from the Guacamole Fund & the Agalita Research Foundation to host the Watershed Expo 2006 on March 25, 2006, and to recommend a permit fee waiver, in the amount of $1,440.

      Commissioner Cannella seconded the motion.

    2. Great Autos of Yesteryear Car Show – The event coordinator, David Freedman, was not present at the meeting; however, Lisa Lynn, gave the Commissioners the option of reviewing the event, or waiting until the February meeting, when the event coordinator could be present. The Commission unanimously decided to address the event, due to the long-standing success of the Great Autos of Yesteryear Car Show.

      Lynn spoke on behalf of Event Coordinator, David Freedman, saying that there have never been any issues of concern regarding this event. The event is free to the public, and is held at Pier Plaza. The requested date is May 6, 2006, and a permit fee waiver of $1,080 is requested.

      MOTION by Commissioner Hollander to approve the special event request from Great Autos of Yesteryear to host the Endless Summer Classic Car Show on May 6, 2006, and to recommend a permit fee waiver, in the amount of $1,080.

    3. Hermosa Beach Art Walk – Organizational Chair, David Buckland came before the Commission to request approval of the Hermosa Beach Art Walk. The requested dates are May 11, June 8, July 13, 2006. The focus of this year’s Art Walk is Arts Education. The Art Walk is located along upper Pier Avenue, between Bard and Monterey, and will feature 50-60 fine artists showcasing their work. Local galleries and businesses will host food and wine receptions on their properties. An issue raised was event parking. It was determined that loading/unloading zones be established for the vendors, so that they do not take up metered parking along Pier Avenue. The group is also requesting a fee waiver for their permit and parking fees, totaling $2,655. It was discussed that the Commissioners did not feel comfortable waiving the parking fees, as those fees have not been waived in the past for other groups.

      MOTION by Commissioner Francis to approve the special event request from Hermosa Beach Art Walk, Inc. to host the Hermosa Beach Art Walk on May 11, June 8, July 13, 2006, and to recommend a permit fee waiver, in the amount of $1,800.

      Commissioner Hollander seconded the motion.

    4. Amateur Athletic Union (AAU) Youth Volleyball Tournament – National Chair and Tournament Director, Gino Grajeda came before the Commission to request approval of the Amateur Athletic Union (AAU) Beach Volleyball Championships. This event is the largest junior beach volleyball tournament in the country, which is why the boys tournament and the girls tournament are held on separate weekends. The requested dates are July 8 and 9 for the girls and July 16 for the boys. The group is also requesting a permit fee waiver of $720.

      MOTION by Commissioner Hollander to approve the special event request from the Amateur Athletic Union (AAU) to host the AAU Beach Volleyball Championships on July 8, 9, 16, 2006, and to recommend a permit fee waiver, in the amount of $720.

      Commissioner Cannella seconded the motion.

    5. So Cal Foundation for Children Beach Volleyball Tournament – Executive Director, Bill Sigler came before the Commission to request approval of the So Cal Beach Volleyball Tournament. The group mostly uses existing volleyball courts, as they may need to erect some temporary courts. The requested date is July 29, 2006 and a permit fee waiver in the amount of $480.

      MOTION by Commissioner Francis to approve the special event request from the Southern California Foundation for Children to host the So Cal Beach Volleyball Tournament on July 29, 2006, and to recommend a permit fee waiver, in the amount of $480.

      Commissioner Bell seconded the motion.

    6. Friends of the Parks: Movie in the Park – Friends of the Parks President, Laura Raymond came before the Commission to request their approval of the Movie in the Park. This event is extremely family oriented, and over 500 people were in attendance last year. Activities, games and food is provided. At dusk, the movie is shown on a huge screen. The two films that are being considered for 2006 are “Chicken Little” and “Wallace & Gromitt”. The requested date is August 26, 2006 and a permit fee waiver in the amount of $840.

      MOTION by Commissioner Francis to approve the special event request from Friends of the Parks to host Movie in the Park on August 26, 2006, and to recommend a permit fee waiver, in the amount of $840.

    7. Volcom Sea Slug Youth Surf Contest – Carl Folm came before the Commission to request their approval of the Volcom Sea Slug Surf Contest. This event is free to all ages, and held on the South side of the pier. The requested date is December 9, 2006 and a permit fee waiver in the amount of $356.

      MOTION by Commissioner Francis to approve the special event request from Volcom Sea Slug Surf Series to host the Volcom Sea Slug Surf Contest on December 9, 2006, and to recommend a permit fee waiver, in the amount of $356.

      Commissioner Cannella seconded the motion.

Lisa Lynn gave the following report:

  1. October 2005 Activity Report

    Lynn noted that the Department was $68,000 ahead year-to-date as compared to last year.

  2. November 2005 Activity Report

    Lynn noted that the Department was $71,000 ahead year-to-date as compared to last year.

Commissioner’s Reports:

  1. Centennial Celebration – Commissioner Hollander: The group is looking for new people to get involved, as there is much planning to do. The kick-off meeting will be hald January 12th at 5:00pm in Room 4. For more information contact the Community Resources Department at 310.318.0280.

  2. Friends of the Parks – Commissioner Hollander: There was no meeting in December. The committee’s next project is improving to Edith Rodaway Park, and is still trying to identify other projects. This group is also looking for new members. The Committee meets the second Wednesday of each month at 6:00pm in Room 4 at the Community Center.

  3. Hermosa Arts Foundation - Commissioner Hollander: There was no meeting in December. HAF is currently trying to renovate Room 7 as a small theatre. The Committee meets the last Monday of each month at 6:30pm in Room 4 at the Community Center.

  4. Historical Society/Museum – Commissioner Cannella: The group is working on bringing the Antiques Roadshow to Hermosa Beach. The date for that event is Sunday, May 7th at Clark Building. The Historical Society is selling the new book Image of America: Hermosa Beach for $20. It’s being sold at local shops, the Museum and the Chamber of Commerce. The museum is open Saturdays and Sundays from 2-4pm.

  5. Jazz Stroll Dedication – Commissioner Bell: The memorial is out on Pier Plaza, and Ozzie Cadena is busy raising more money, so more plaques can be made. For more information, contact the Community Resources Department at 310.318.0280

  6. Surfers Walk of Fame – Commissioner Sigler: Nominations are now being accepted for the 2006 induction. Nomination forms can be picked up at the Community Center or downloaded from the city website: City's web site .

Other Matters

Commissioner Cannella mentioned how great the Pier Dedication was on November 19th and what a great day it turned out to be. He also thanked Dante and Commissioner Hollander for working so hard at the Sand Snowman Contest on December 3rd.
